hi,
I am lucky and live next to a large forest so didnt need a lead much but when i did a collar was fine.
your dog or any dog should never pull when on the lead, there should always be some slack, it should be next to or behind you until ready to be off lead, so anything should be ok.
I have never used a harness so i cant comment on wheather its bad but i would say with a collar its easy'er to correct unwanted behaver with a quick snap of the wrist, it has a more direct pull on the head.

We've always used a half check collar and lead without any probs tbh. As for the walks - sorry if I sound like I am preaching etc but you know that especially at 3 months walks should be very limited and kept to a short distance.
